MI2 security indexes for 30-Aug-08 indicated that a propitious opportunity for catastrophic terrorism could develop around the 7th anniversary of 9/11.

However, the changes in the indexes for 6-Sep-08 and 9-Sep-08 indicated that the takeover of Fannie Mae and Freddie Mac by the U.S. government would mitigate a terrorist threat (see the Security Matrix for 6-Sep-08 and 9-Sep-08).

Conclusion: battered by serious financial difficulties, and threats from hurricanes Gustav and Ike, the U.S. was spared on 11-Sep-08. But danger still lurked.
